　　1．The Headquarters of SAT conducts vertical leadership over its offices across China，and assists People’s Governments at provincial level in form of dual leadership over local tax bureaux．

　　2．The local tax bureaux below provincial level are under the dual leadership of both the higher local tax bureaus and the People’s Governments at the same level with the former as the predominant one．

3．By the beginning of 2005，there are 61 tax offices at provincial level，30 tax offices at vice

provincial level，1027 tax offices at municipal level，5288 tax offices at county level，and 30915 tax branches (stations)．There are 844000 tax staffs across the country，out of which 457000 are national tax staff and 388000 are local tax staff．
